Foriegn hams must first contact CTARL(www.ctarl.org.tw) for a operating license (details on CTARL web page). A BW call sign will be issued during the operating period. You have to use a local ham shack for operating , though. (since you are not allowed to bring in your own radio gear)
There are about 50 or so very active HF hams as of this year. If you are in Taipei you can email Mr. Yang (bx2ag) for assistance. Check bx2ag's qrz.com web page for email info.
