I found it extremely difficult to get a license despite having a contract to work here for the next 3 years.  I arrived in ZC4 July last year, and it took until November to get the license.

There's no CEPT agreement with ZC4, so visitors can't sign ZC4/home callsign.

There are 3 ZC4 areas in Cyprus, all military bases, so gaining permission to access these sensitive areas are very difficult. Basically you have to work on the bases to get access.

The 3 ZC4 bases are:

1. Episkopi Garrison (Western Sovereign Base)
2. Dhekelia Garrison (Eastern Sovereign Base)
3. Ayios Nikolaos Station (Eastern Sovereign Base)

Applications for licences have to go through the military process - I think my license application took so long because I'm a civilian!

I visited in 09/99 - 03/00.  You might try contacting ZC4OS/5B4YX Ian Osborne - iano@spidernet.com.cy for help. Ian Is Connected with the Akrotiri Base on ZC4 and may be able to help with getting ZC4 license - I was a civilian worker and had my call within 2 weeks of arrival (ZC4CM)
